The jail time is set to 45 mins for testing reasons as of now but will and could be more than a couple of hours depending on what the developers feel is good enough + 1 hour is nothing and so if you want people to break you out then it will surely be only worth it if the prison time was more than a couple hours.

Yes, that is correct and that means that the racing module won't hit the initial 2017 release because it will take time for the devs to perfect it and also because unforeseen problems which could occur along the way too but generally it will be much better.

This question was already asked a long time ago. You can change the fabric of the clothes , you can also change the coloursof the clothes but you can't import images from outside the game. There will be an in-game designing tool where you can add diffferent shapes and drawings to the clothes.

I think it would alright if s/he had some sort of outline of what his/her server would be like and as the modules come out, s/he can play the game and if s/he likes it, s/he can start to develop his/her plans for the server.
