The software is not needed to be implemented in the game because people can go and download some to have a voice changer...

The VOIP chat is based on distance and so you will need to use a microphone (IN game) to enhance the volume and so a bigger distance of people can hear you. That is already confirmed. You need a "Mobile" to talk at long distances via that phone like you said. The devs likly won't have even 1k players per server and they don't have to even though they could do it.

There is no rumors saying "a few days" but there is estimations of weeks. I don't know where or who you saw post that but they are either a troll or just are bad at estimations because we will get an announcement at least a "week" before to give us notice....

I don't think they will allow you to be able to harvest / steal things off of the other players cars. Also you won't be able to or even drain the fuel from other players or even your own cars.

Well tow trucks are already confirmed and also the cars will get flagged when you get a ticket etc. The police can call them to come pick it up to make the process quicker and also if the car has not been given a ticket, in which case the car can't be given a ticket for any known reason and the car has to be flagged to be able to receive a parking ticket first. Then the car can be towed once issued the ticket.

I get what you mean, but anyways I know that as of full release, there is no plans for modding but it the future it could possibly added, but I hope with only certain things being able to get made.

I think that Motown said that they will be trying maybe to get a spot at PAX East next year and also likely will show stuff off next year at E3 if they do it.

To get your driving license, it so far has been mentioned that you just watch a short tutorial and then receive it but it could be changed potentially to this as of the new partnership they took. They may make things better like adding something like this but at the moment, best to ask on twitter maybe or @HairyGrenade can maybe pass this idea on?

The module was delayed since then and is not known to when it will be released. There is no ETA on it, but hopefully in a month it will be out.

I think you have to get a refund before the module comes out. @HairyGrenade can verify this if I am right or wrong.
