No, in real life police officers are not required to have permits beforehand as the PD has a completely separate training than the regular civilian training. And the police officers that bring home firearms are the ones THEY own with THEIR permits.

There most likely will not be a coast guard as there are not any islands around the main island. Possibly after release the devs will make DLC and this will be a thing. I believe there will be police boat patrols as there are boats. This will likely occur due to boating around the island will be really helpful for criminals trying to loose heat by going by boat or drug smuggling.
