Will there be holding cells in the police departments where officers can put people who did a minor crime like shoplifting instead of taking them to prison?

Can you kidnap someone in identity. I think it would be cool if you could do that as a crime. So it could be like taking a hostage but you would call 911 yourself and make a ransom to get that kidnapped person back. I think it would be a cool role play idea. What I mean by kidnap is you shove them in a trunk or something and tie them up in a warehouse or something.

OK so this isn't a very important question, but I was wondering if you can put your hands up in the game. Like for example if your doing a bank robbery or some other crime and a cop tells you to put your hands up or get on the ground is there a way to do that?
