For public servers there will be a automatic system that detective your activity like kills in a certain amount of time. The higher the stress (activity like random killing) will allow you to be killed even faster than not having high stress. The search bar is a great reference for the future.

You cannot get random arrested as there is a system in place so that you can only be arrested when flagged for a crime.
