So basically I want to make a Car Dealership as well as a "mod shop" but would that be possible? I know I can sell vehicles but will players be the ones who install modifications to a vehicle? In more detail, say someone wants a knew wrap or paint job for there car, will they go to a player who can do that or do they go to a NPC?

A car dealership is not going to have a mechanic in the game for it as a job. The car dealerships are unowned and not ownable by players. NPC's only unfortunately. 

You can have a mechanic shop which is a business but if you want to do your own car dealership, it will not likely give a profit because If you sell cars that I get from the NPC dealership and yours is a higher price well I won't buy off you. 

Players I think do indeed install modifications on vehicles.

Modifications will likely be only players but unless no player mechanic there will be something to be in the place of a player so they cn still get it done.
