Erm yes, that won't happen for a certain amount of time but will have to because if you get 50 people dead in the same area performance will be affected. The body has to disappear after a certain time of it being there. It will give enough time for detectives to gather evidence e.g. 30 mins before disappearing.

but wont it be a problem when the respawned victim will try to meta the crime scene by acting as some sort of witness or will NLR take care of that?

That would be a think that Admins would need to handle with punishments. 

You can't really have a System that 100% stops people from breaking rules.

yeah it just makes you think how the devs are going to have murder mysteries work when the victim just casually respawns and would be able to testify against the murder commited and such
