    If someone calls 911 while a player is in the dispatching office they will receive it, if no one is there, an automated system will take effect to report the crime.

    Some instances are planned to be VR, things like the cinema where you watch real movies and your apartment. This however, won't be until full release.

    Yes, you can upgrade and it will take out what you've already paid.

    While illegal street racing won't be an "activity" you get rewards from you can certainly do it, and there are also actual racetracks you can go to!

    I can think of 2 good uses of dogs already. They can be used to sniff out drugs and to help detain convicts, they also make great pets too!.

    At launch no, pets will first serve as companions that only roam in your apartment, there are plans to enhance this in the future.

    Your account will have access to download the launcher that you will access the game through. There's more than 1 server.

    It's currently unclear what specs you will need to run this game, but if you can run other games like Arma 3, Ark, or GTA 5 then you will be fine. The modules won't be too demanding, but the full release will.
