    I think this would be the Mayor in combination with the Chief of Police and several members of his office.

    People who have no idea how to control a department  or how to be police shouldn't control the police.

    I doubt this is an actual structure, since you'd have 1 Executive Officer, 4 Commissioned Officers 1 Non-Commissioned Officer and 1 basic rank. Your basic rank needs to be the 'bulk' of your department not an CO or NCO position.

    While I think selecting a Chief of Police shouldn't be a popularity contest, there are certain things that do need to be taken care of. For example people who don't know manuals, have no or only a small bit of sight into police work should not be the onces who elect the Sheriff or Chief of Police. There should be a committee, including everyone who wants to be chief of police, the mayor, and several key figures in the police department who decide who becomes the next chief of police. It would be obvious that a Police Officer can not run for the Chief of Police function and also that the candidates Chief of Police should not vote for their own.

    When it comes for foreniscs, I totally agree on this part. However it is possible to for example make a UNIFORMED SERVICE DIVISION. Basic officers in plain clothes will do basic detective work that are non casefile related or small tasks given by detectives that work on casefiles. A part of this division could serve as forensic department and specialise in fingerprints and other identification methods. It's important to know that forensic work is tedious and will not be very fun to do. There for it's better to for example, allow detectives to dust for prints and just make it part of their all around investigation.

     


  4. While 10 codes create a language criminals don't understand, it's not efficient for police to use. Criminals are smart and will learn those codes just like new officers will. Using plain language is also more clear and will be processed a lot quicker by a brain than ten codes. 

    It's important too know not everyone will have hours a day to play this game. Most likely people who have real jobs will not want to study for a game. Lots of real departments, including my 112 dispatch center do not use 10 codes anymore because there are more downsides than plus sides. As said they were mainly used to avoid criminals knowing PD called backup or to quickly transmit a situation over a busy radio that works only 1 communication at a time. It turned out you can find 10 code lists of nearly every department and it takes longer to process a 10 code in the brain than saying the sentence and fully understanding the situation.


  5. This would be a nice feature however very hard to achieve. You'd have to continously record data from certain areas. A good solution is for example having an object as camera in your store and using own recording software to record "CCTV" and use it as evidence after.

  6. First the town center module will be worked out. After that developers will start working more on police related features.

    For now we have too wait and see. However I expect SWAT to be mostly consisting out of LEO experienced people. Due to the fact it's a game I'd also assume you will be able to patrol and once a SWAT call comes in you can respond to it in the correct manner.

I am confident the developers will try to do their best though. They have so far shown that their content will be really interactive, as shown in the apartment and housing game play video demonstration they have posted.     While I have not a single doubt in our developers, we should still assist them in every way possible. I have no doubt that they'll make a great script with lots of features for the Police. I hope however that they'll stumble upon this topic and might get inspired by the organisation provided, so that the public servers will offer the best possible department.

    I share your vision and hopefully we'll see eachother in game.

    The way courtcases work in real life is that all illegally obtained and evidence that comes forward from the prior illegally obtained is scratched from records. For example if a phone tap uncovers that you don't only do drugs but also do weapons all evidence obtained about weapon trafficing would be scratched. However that does not mean you can't get charged for drugs trafficing with other evidence.

    when it comes to probable cause, I feel like officers should indeed only be allowed to frisk with probable  cause but also with reasonable suspicion. Things such as reasonable suspicion go pretty far. For example, if a person is a known and active member of a criminal drug trafficing gang and lollygagging on a corner you can search him since it's pretty clear he's corner selling. I feel like there should be clear indications when it comes to searches and will probably be different from server to server.

    TLDR: I support both probable cause and reasonable suspicion but the second one should be limited to certain clauses

  9. While I appriciate your dedication towards the city, as a governor you'd not be kept informed of things such as Cartels and Criminal organisations unless they are a big problem. It would be highly unusual for a governer to just recieve all information regarding to police as it's the Police Commissioner or Chief of Police who keeps track of everything that happens in the department. Unless requested and about one specific topic, only then governors get informed.

    I don't mean to be that guy but uh, just to help you out you spelled Organization wrong in the title...

    Appologies for the spelling/grammar, there are a few mistake that slipped into it sine I didn't use a spellchecker. Title is now corrected.

    As for the 3 officer ranks, the first rank would be those who just joined and shouldn't be left out patrolling all on their own without assistance. The second rank are normal officers who can patrol alone and know how to handle situations without having to continously ask others how to do something. The third rank are senior basic officers who can teach the newest members of the department and ride along with them to teach them how everything works.

    While I understand that there are higher up supervisors can guide units, they also have a lot more to do. 

    First of all it would be highly unrealistic to go from a police officer directly to lieutenant but you should get some experience as a basic supervisor first so you can handle small scenes before attempting large scenes as a lieutenant. Sergeants or supervisors will be your supervisor on the ground and will handle supervisor requests, pursuit protocols etc. While lieutenants will more likely handle big situations, close off roads, give interviews.

    Secondly, it's imporant to have a difference between those who just became supervisor and those who can teach basic officers how to be a supervisor. Lieutenants do a lot more than just basic supervising and are not always patrolling around but sometimes also focus on their other assignment such as division.

  12. I think it's obvious that everyone should have a chance in the Police Department. However if they abuse they should be removed/banned from the police department. I know 13 year olds who are far better at being a police officer then a 20 year old.

    Platoon C would be a platoon that handles for example big disturbance of large groups, hunt down people with arrest warrants on them. They could also do patrol with more equipment or are generally trained for more dangerous situations or situations with lifes on the line.

    Could also be something else such as a motorcade division, COMPSTAT division, High Speed Pursuit Division, or much more things. The draft I made is just an example and it's totally possible to add more or remove some divisions from the department.

    First of all thanks for the effort but however I'd like to discuss something with you about this.  I like the general way it works and obviously promotions should be based on either applications or achievements. However things such as field supervisor are needed in police departments. For example a normal police officer won't just get Captain but will also have to learn how to be a supervisor before he can lead a big part of the department. I love the way it's drawn and stuff and argee on the general concept however lots of ranks are missing. SWAT should also not be a full time job within the department as SWAT would serve as supervisor/patrol officer untill they are actually needed.

  16. There is no realistic way a ''sheriff'' gets elected for a police department. Sheriffs are the top people in the Sheriffs Department and not a Police Department. It might be totally possibly that there will be a sheriffs department with their jurisdiction in the off city areas.

    If you want to run for a position in a police department you'll have to run for Chief of Police my friend.


  17. When it comes too dispatching in a game, it's one of the most annoying jobs. I come from a department where we used this technique and it's only fun for the first few days. An automated system along with officer discretion is a lot better than assigning someone too a task.

    Supervisors just need to pay attention too who responds too a certain call and ensures persons do not over respond. For example 7 units responding to a traffic accident should ring a bel with the supervisor too pull people off that situation. Your In Game Supervisor takes care of dispatching along with officers who want too respond to said situation.


  18. For the first question it was said that you'll get a small tutorial on public servers to ensure you know everything you need to know. However in private servers I can see people having to go over an application, microphone check, examination and other things to get into a department.

    No clue for question II and III.

    Question four however, in public servers will work on activity and several higher ranks who will have power to promote people. In private servers there will be more rules related to this. Hopefully there will be a system that allows us to 'upvote' officers who needs promotions because they're doing good work.

    Thanks for the feedback and I'll try and put some more topics up to assist people who want to make a police department. Hopefully the developers or moderators will be able to give feedback on our topics aswell.

    As for this I'm sure that private servers will have rules and regulations when it comes to this. For example only small corruption such as excessive use of force or usage of illegal substances. In official servers I fear that corruption will not be tolerated or will have no rules outlining what's possible and what's not. More often than not public servers have less strict police departments.
