Good point, however, Identity is set on a fictional island controlled by the United States on the Eastern coast. Police and SWAT are going to wear American uniforms, now unless in five years after release they decide to allow modding, possibly the island's background could be changed and moved to a different country.
I think, if it is possible in the future, the devs could create a new island, controlled by another country, for people to travel between, this would have to be in the far future, but it would be interesting. It would give way to more jobs like border control, though, this would take a while to do and definitely, as stated earlier in this response, not happen soon. Just an idea that could be implemented giving even more to do.
