Obtaining models and changing them? (Mod Packs)

Hello all,

My plan for this game, is to create a UK based role play server. Therefore I was wondering how modders can obtain the vehicle models and create mod packs for the server. Will this be easy or hard to change files? Will the game be mod supported? Will there be some sort of in-game car editor? < (Would be epic)

1. Mod support after full game release possibly.

2. All servers are going to be Role Play Servers!

3. And the in-game car editor is probably a no/ could always be added in the future!

I don't think there will be mod support for initial release, multiple maps would be interesting to see at least. 

They've said that there are workshops and such where you can tune your vehicle, so yeah, you can tune your car up to a degree.

Custom paintjobs or stickers made by players would be an awesome sight
