  1. Law Enforcement Ideas & Suggestions

My ideas and suggestions for Law Enforcement in the game By @Indoorseeker If you have any questions please ask Outline 1 Mission, Vision, Core Values, Code of Ethics 2 Hiring Process 3 Hierarchy and Rank 4 Organizational Chart 5 Real life levels of Law Enforcement in the United States 6 In Game levels of Law Enforcement 7 Real life population ratios versus In Game population ratios 8 Law Enforcement Presence 9 Duties and functions 10 Tools, Gear, Equipment, Uniforms, Vehicles 1 Law Enforcement Mission, Vision, Core Values, Code of Ethics These are important for any real law enforcement agency to have as these items are often the foundation of what makes your agency and what your agency strives for. (Example) Mission Our mission is to safeguard the lives, rights and property of the people we serve; to reduce the incidence and fear of crime; and to enhance public safety while working with our community to improve their quality of life. Vision It is our vision to make our community one of the safest and most enjoyable places to live and to be a leader in public safety. Core Values Professionalism, Honor, Integrity, Courage, Excellence Law Enforcement Code of Ethics As a Law Enforcement Officer, my fundamental duty is to serve mankind; to safeguard lives and property; to protect the innocent against deception, the weak against oppression or intimidation, and the peaceful against violence or disorder; and to respect the Constitutional rights of all men to liberty, equality and justice. I will keep my private life unsullied as an example to all; maintain courageous calm in the face of danger, scorn, or ridicule; develop self-restraint; and be constantly mindful of the welfare of others. Honest in thought and deed in both my personal and official life, I will be exemplary in obeying the laws of the land and the regulations of my department. Whatever I see or hear of a confidential nature or that is confided to me in my official capacity will be kept ever secret unless revelation is necessary in the performance of my duty. I will never act officiously or permit personal feelings, prejudices, animosities or friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously and appropriately without fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities. I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the police service. I will constantly strive to achieve these objectives and ideals, dedicating myself before God* to my chosen profession...law enforcement. *footnote... individuals not obligated or required to mention God in their oath if they choose. 2 The Hiring Process In real life a person applying and testing to become a police officer will usually go through the following steps: apply to agency, participate in written and physical test, your application good scores will help place you on the agency candidate list, agency conducts oral board interview, one on one interview, background check, psychological test, doctors physical, final interview and official offer of employment. After the offer of employment the person would go into a probationary period of employment and start training with in the agency and then go to an academy usually within the first 6 months of hire. To my knowledge, game creators have said that there will be an application process that is a quiz and/or test that players will be required to take and that will determine if they can become a law enforcement officer or not. This quiz and/or test will be an automatic function on official servers to my understanding. 3 Hierarchy and Rank It is my suggestion and recommendation that the law enforcement agency on the game identity be the Sheriff's Office. I will explain more later. Sheriff Under sheriff Major Captain Sergeant Corporal Deputy Recruit 4 Organizational Chart Please refer to the attached image LE ORGANIZATIONAL CHART below 5 Real life levels of Law Enforcement in the United States Federal- federal agencies police all over the nation and usually respond at the request of state, local, and municipal agencies. State- the state police or state patrol polices the entire state, mainly on highways. County- the sheriff's office polices in all areas of the county, especially unincorporated cities and towns. Municipal - a police department polices in an incorporated city. 6 In Game levels of Law Enforcement As seen suggested on the forum, the population capacity on official servers is hoped to be about 300 players. Realistically for the game, it would be best to have one law enforcement agency that operates in order to save time, resources, and server space. I am suggesting it be a Sheriff's Office because Municipal Agencies in real life only patrol with in the city limits of the incorporated city they are based in. The county sheriff's office patrols all areas of the county, incorporated or not. And when you have a county who's population is really small, similar to the 300 player capacity in the game, it would be the sheriff's office that is the law enforcement presence in the area. You would not see a police department until a city was large enough to become incorporated. Also, the sheriff in real life is an elected official as well as a sworn in law enforcement officer. If this part was implemented into the game, it could provide an interesting feature to the game and role play environment. 7 Real life population ratios versus In Game population ratios In real life, according to FBI statistics, the average ratio of law enforcement officers to the general population is about 2 officers for every 1,000 people. So realistically, 300 people would only require one officer technically, but for role play and immersion there will be more people playing as police officers. I would recommend not going more than 10 % or 30 officers on a server. The other thing to think about is that Law Enforcement agencies are paid with tax payer money. Taxes are collected and a portion is reserved to pay for public safety and law enforcement wages. So if the official server is implemented to be as realistic as possible, the island government may not even have enough funds to pay for a lot of law enforcement officers. 8 Law Enforcement Presence In real life, on a shift, police generally break up their patrol area into different sections. This is especially true for a sheriff's office that covers a lot of square miles. Each section is assigned an officer or officers that will patrol that area or section for the duration of their shift. In scenarios where there is a request for additional officers to assist or an emergency dictates more officers, officers in that area or from different sections will respond to meet the need of the scenario. Not everyone would respond all at once, depending on the emergency or situation, but if a request is made or needed, 1 or 2 other officers will break off from their normal patrol and go to where the officer is needed to assist. 9 Duties and functions It is the duty of law enforcement to protect and serve. Both protecting and enforcing the law as well as protecting the individual lives, rights and property of the people they serve. The primary force of law enforcement is on the road. Thus a Patrol Division. The presence of officers on the road and the best coverage on the road is the best deterrent of crime and the fear of crime. The secondary force would be corrections. From small to large counties, the sheriff's office is responsible for the county jail and the smallest of agencies do not separate Sheriff's Deputies and Corrections Officers. For the purpose of the game, it would be best to train and use officers to fulfill the role and function of both Deputies on the road and Deputies in corrections. The third and forth force, investigations and special operations in the largest of agencies will have their own divisions but not always full time. The majority of agencies use already existing officers to fulfill the role of Special Weapons And Tactics. For the purpose of the game, normal officers can be used to fulfill the roles and duties of detectives, swat, air support, drug task force, gang task force, etc as they are needed when situations arise. The best use of resources is to have an officer that has multiple functions and can perform multiple types of tasks and responsibilities. 10 Tools, Gear, Equipment, Uniforms, Vehicles In real life this includes Duty belt Ballistic vest Vest carrier Holsters Firearms, pistol, rifle, shotgun Tasers Flashlights Baton Handcuffs Magazines Radio equipment OC/Pepper Spray Uniform and additional things like coats, etc. Gear bag First Aid Riot Gear Police Barriers Police Vehicle I am really interested to see an in depth customization of uniforms and equipment in the game. Please let me know if you have any questions. Family First, Mission Always. Stay Safe.
  2. Hello, I am Indoorseeker

Hello all, I am Indoorseeker on this forum and I look forward to interacting with the community here. It is my intention of joining the law enforcement career path in the game. I have real life experience in corrections. I am excited so far by what I have seen from the game creators and from the discussions I have read on the forums. Family First, Mission Always. Stay Safe.
  3. Jobs & How they function

So I was thinking about different jobs there could be and as I thought more about it, I came to this conclusion: Sure we could have a list of jobs like any other game might have, but how do you make it more specific? more unique? Herein lies my idea: Make different jobs have different content available for players to use. For example, say there is a barbershop or hairsalon job. The only way players could change their hairstyles and change their hair types is to purchase services by a player who's job or business is a barbershop or hairsalon. The player who runs a barbershop or hairsalon as job would gain a job tree that makes it so they can provide haircuts and hair styles to the rest of the population. Just my first thought on it. The barbershop was just a simple example... but this idea could be applied to many different jobs and make them more relevant and useful to players that don't want to just stand and chop wood or something... nothing wrong with that, but variety is nice What does everyone else think?
  4. Jobs & How they function

@ST_Helios You have some good ideas and good points being made. My idea was that the for certain aspects of player customization, different options could be specific to, for example: a barber. A player would have to go to a barber for different hairstyle customization options cause the barber, as part of his job tree, would provide the options players could choose from for their customization. It all has to do with roleplaying different jobs and careers and the barber is only a simple example. I hope that helps explain the concept of my idea.

  19. SWAT

@Officer_P I have not seen any news come out yet about SWAT specifically. In real life many agencies employ officers and senior officers that are a part of normal patrol operations and when a scenario arises that requires a special team like SWAT, those officers and senior officers switch respond to that scenario as SWAT. Many Agencies do not have a full time SWAT team and SWAT members are made up of regular and senior officers that perform normal patrol operations. @Samuel_Tsai Thanks for that update on the fact that we can expect the devs to work more on police stuff after the town center module. And I agree that SWAT would and should be made up of regular and senior officers that already perform Patrol duties. @Zeus In real life, police carry on their belt or vest a pistol. They also carry equipment including a shotgun and a rifle in their patrol vehicle for use when certain scenarios arise. SWAT is used on special operations like specialized building entry and clearing, hostage situations, active shooters, etc. @Shadow765 When a suspect is heavily armed, you call the police, SWAT will likely be used when a scenario continues to escalate over time and police on scene are unable to end the situation.
  20. The Gentleman's Club

Greetings @Herzog, First of all, I would like to express my interest in joining "The Gentleman's Club." Second, I am highly impressed with your organization and would like to be so bold as to offer my input and suggestions as in real life I am a corrections officer and I am the current elected treasurer on the board of the corrections association where I work. Further, I would like to offer my services if you find the need for them. As I said I am currently the treasurer on the board of the corrections association I am a member of currently and I offer that as experience in addition to what I will share below. I have observed that you have organized "The Gentleman's Club" similar to an association. Chairman is comparable to the position of President in an association. Vice Chairman is comparable to the position of Vice President in an association. Secretary is comparable to the position of Secretary and Treasurer in an association. Baron is comparable to the position of Secretary and Treasurer in an association. Duke is comparable to an extra position of Board Member. Your additional titles are all comparable to the position of Association Membership. All positions on our board are positions that our Association Membership nominate and elect to be on the Association Board. The purpose of our association is to collect membership dues from our membership of officers monthly. A portion of those funds is then used to pay our Union dues. Our bank account grows because we collect dues that are more than our Union requirements. This allows us to pay for different events and functions that the Association hosts for its membership. Another purpose of the Association Board is to represent membership in cooperation with our union on matters of grievance, discipline, and other concerns. Our Board Members consist of the President, Vice President, Treasurer, and Secretary. The President hosts all meetings and calls all meetings to order and is the first in charge and the Primary representative of the Association. The Vice President is the second in charge and would substitute the role of President when the President is unavailable. The Treasurer maintains the financial account of the Association and records all income, expenses, and costs. The Secretary maintains written record of all meetings, occurrences, events, and happenings that involve the Association. The Board Members operate based on the Association Constitution and Bylaws. The Constitution and Bylaws are proposed and created with the involvement of the Association Board and Membership using a voting system. An example of what the Constitution and Bylaws help facilitate is rules for how to operate, what constitutes a member, the definition and duties of board members, what is required for an official meeting, when and how often meetings occur annually, etc. For example, you include in your post that members will need to maintain a To Be Determined amount of money in their bank accounts in order to be eligible for "The Gentleman's Club." Something like that could be a provision within the Constitution and Bylaws and be voted on by the whole membership. Further, let me suggest to you this: "The Gentleman's Club" could receive a lot of funds by members donating any amount they want, but I would also recommend that be one option. I would also have a membership fee and you could make this a minimal amount of money or set it higher if you wish... it would be something the whole membership could vote on it even if established by a Constitution and Bylaws. And you can implement record of dues so when the game comes out the membership you have established prior to the games release would know what they owe to that date and if you have serious and loyal members they will be happy to pay what has so far accrued for being allowed an "early" membership status which includes the discount if you wish and members that don't follow through with the commitment would then be kicked out of the club when the game starts and don't follow through with paying towards their membership. Example: Membership dues are set at $50.00 and start on the date a potential member expresses interest in joining the club. Membership dues are established to be recurrent monthly. So every month each member would deposit $50.00 into the Club's Financial Account. If you have 25 members pay $50.00 each month for 12 months that would be: $1,250 per month and $15,000 a year if you had 25 members paying membership dues each month for 12 months. The Constitution and Bylaws could establish what the collected funds for the Association could be authorized to be used for. Examples that Funds could be used for are: Perks and Entitlements. (Club House Access, etc) Legal representation for members. Investment opportunities. Entrepreneurial Investments. Events and Functions. (Food & Drinks, Unexpected expenses) Official Association Obligations The possibilities are potentially endless and everyone gets sit back, relax, and have some fun. Let me know what you think and if you would like to talk further. Family First, Mission Always. Stay Safe
  21. Sheriff Elections

@Samuel_Tsai Police Departments only have jurisdiction within their city's limits. The Sheriff's Department has jurisdiction over the entire county including the city's within their county of jurisdiction. Police Departments have appointed Police Chiefs or Commissioners in charge of their agency where as the Sheriff is an elected county official. If you like, please refer to my post about "Law Enforcement Ideas & Suggestions" for more information that I share and suggest. @SharpShep While I can agree that a popularity contest could place the most unqualified person in office for a position, the majority, if not all, agencies, require a large amount of law enforcement experience, history, background and usually administrative experience and/or education to qualify for the elected position of Sheriff. The Advantage to having an elected official in such a position is that they can be elected OUT of office thus providing a huge level of control by the citizenry of the related county. If a person got elected as sheriff that did not show qualifications or ended up being completely incompetent for the position, the citizenry could get rid of him. That is not true for a police chief or police commissioner because that is an appointed position in most cases and the public do not have nearly as much weight when it comes to appointed positions.
