Yes, it'll be illegal to kill/assassinate anyone!  Plus, I'm sure it'll be more difficult to assassinate an official!

You CAN in fact kill anybody in the game. If you get caught though, then you'll have to go to prison, or even be executed.

In my opinion, a subject that is arrested for assassinating a Head of State should retrieve the harshest sentence within the game. Otherwise, criminals would assassinate Head of States without an issue considering that prison is a "cake-walk" for the average gang member.
